The Philippine Agrisolar Consortium is a multi-stakeholder platform convened by Asia Engine for Net Zero (AENZ) to accelerate the responsible and scalable development of agrivoltaics in the Philippines.
Launched in October 2025, the Consortium brings together leaders from energy, agriculture, finance, academia, and policy to collectively shape a model for agrisolar that works for the Philippine context—grounded in productivity, farmer inclusion, and long-term system viability.

Key Milestones
November 2024 — Feasibility Study Launch
AENZ launched the national agrivoltaics feasibility study in Bacolod, convening key local stakeholders to ground early analysis and identify priority opportunities in the Negros Island Region.
July 2025 — Stakeholder Consultation
AENZ brought together cross-sector stakeholders to validate feasibility findings and surface key considerations on land use, farmer integration, and policy alignment for agrivoltaics in the Philippines.











October 2025 — Consortium Launch
The Philippine Agrisolar Consortium was formally launched at the Asian Institute of Management, establishing a national platform for agrivoltaics collaboration.
Q4 2025 — Ground-Truthing and Site Engagements
Initial engagements included site visits to:
Utility-scale solar farms exploring agrivoltaic integration
Pilot agrivoltaics installations in academic institutions
These helped validate early assumptions and identify real-world constraints across agriculture and energy systems.
Q1 2026 — First Consortium Convening
The Consortium held its first formal meeting bringing together developers, policymakers, academe, and practitioners to align on priority issues, including:
- Auction design: outcomes-based vs. prescriptive models
- Land use policy and safeguards for agricultural productivity
- Measurement, reporting, and verification (MRV) frameworks
- Integration of best agricultural practices into energy projects
- Institutional coordination across energy and agriculture agencies
2026 Onwards — Policy and Market Shaping
The Consortium is actively contributing to shaping the Terms of Reference (TOR) for the Department of Energy’s planned agrivoltaics auction (GEA 8), targeted around 2027–2028.

A position paper on agrivoltaics auction design and bankability
Insights reports synthesizing stakeholder perspectives
